## Short answer

Most people do not need a VPN to use Tor Browser. A VPN changes which party sees your initial connection, but a poor setup can break Tor's protections or add a provider you must trust. The Tor Project generally advises against combining them unless you understand the configuration and the specific problem it solves. Use a bridge when the concern is hiding or bypassing a direct Tor connection.
