No. Tor Browser routes its own web traffic through a volunteer network of relays and includes browser-level anti-tracking measures. A VPN normally sends device traffic to one provider, which can see your originating IP address. Both can change the IP address a website sees, but they have different trust models and do not make a person anonymous if the person identifies themselves.
