The settings can be changed, but the machinery exists inside the OS (Windows recommendations and offers).

What changes with Linux

Linux desktops let users change panels and launchers, and community governance provides another route to challenge intrusive defaults. KDE documents control over the desktop layout, panels, icons, window decorations, and other interface parts. A usable computer need not freeze its owner's workflow at a vendor's preferred design (KDE Plasma customization documentation).
