Rock Lake Conservation Area: A New Public Greenspace Taking Shape in Kirksville
Rock Lake Conservation Area in southern Kirksville covers about 276.5 acres around a 15-acre lake, with prairie restoration underway and City-MDC recreation planning still developing.
Rock Lake Conservation Area is a relatively new public greenspace in southern Kirksville where the Missouri Department of Conservation and the City are still developing the long-term recreation plan.
The most important thing to understand is the difference between what exists now and what appears only in planning documents.
What exists now?
MDC's current area page lists approximately 276.5 acres and a 15-acre lake.
The area is in southern Kirksville, with access described from South Franklin Street toward Shepherd Avenue and 1st Trail.
Current MDC information says:
- the area is open daily from sunrise to sunset;
- prairie restoration is underway;
- fishing is allowed under current regulations;
- boats are prohibited;
- hunting is prohibited;
- camping is prohibited.
Those current rules matter more than a conceptual recreation plan.
Why is it called Rock Lake?
MDC says the name reflects the property's history with the previous owners, the Rockholds.
A May 2023 Conservation Commission action approved the name Rock Lake Conservation Area for an approximately 228-acre Rockhold tract.
The current area page now lists a larger total acreage.
The City-MDC partnership added another planning layer
City records from 2024 show City involvement in planning and developing recreation infrastructure.
One City action authorized negotiation of a 99-year lease with MDC involving an approximately 48.5-acre portion.
Those figures come from different official records.
The current 276.5-acre area total should not be reverse-engineered into a precise ownership map simply by adding older tract figures together. Deeds, executed agreements and final maps would be needed to describe exact ownership boundaries confidently.
Planning documents are not finished amenities
The City released Rock Lake site-plan concepts in 2025 and gathered public feedback.
Later City Council material described the plan as still being refined, with phased implementation and cost estimates.
MDC's current page still characterizes the City-MDC effort as being in its early stages.
That means a trail, parking area, restroom, playground or other feature shown on a concept plan should not be described as open until a current agency page or on-site condition confirms it.
Conservation is already happening
Rock Lake is not merely waiting for construction.
MDC already identifies ongoing prairie restoration as part of the site's present purpose.
That makes the area useful as an example of conservation in progress: habitat work can begin before the final recreation infrastructure is finished.
Before visiting
Use MDC's current Rock Lake page for present rules and access.
The area is changing quickly enough that older planning documents are valuable for understanding direction, but poor substitutes for same-day visitor information.
The safe distinction is:
current agency page = what is open and allowed now
site plan = what may be built later
That distinction will matter until Rock Lake's phased development is much further along.
