A New Resident’s Checklist for Kirksville City Services

Kirksville utility registration connects water, sewer, stormwater and the residential trash relationship, while electricity and natural gas remain separate private-utility services.

A Kirksville mailing address does not automatically mean every City service applies to the property.

If you are inside the applicable City service area, the main municipal systems can be handled through a relatively small number of processes.

City utility registration

Current City utility registration covers:

  • water;
  • sewer;
  • stormwater;
  • residential trash and recycling.

Applications can be submitted through the Finance Department in person or online.

Current City guidance says:

  • requests may be made up to 30 days in advance;
  • online applications should allow seven working days;
  • service connection is by appointment;
  • someone must be present at the property.

Current residential deposits are listed as $80 for an owner and $180 for a tenant as of September 2026.

Check the live fee schedule before applying.

Residential trash starts with water

Kirksville currently says residential trash service is automatically enacted when residential water is established.

The current system uses a contracted carrier and City utility billing.

Collection rules and routes are published online.

Do not copy an old calendar into your long-term household notes; use the current City calendar.

Recycling is curbside

The City's current recycling program includes biweekly curbside collection of specified materials.

The accepted-material list changes more easily than the overall system.

Check the current recycling page before setting aside unusual plastics, glass or coated paper products.

Brush and yard waste use a different system

Kirksville maintains a City Brush Site at 22376 Missouri State Highway 6 for Kirksville residents.

Current City guidance allows appropriate yard waste, trees, limbs and brush under posted rules.

Ordinary trash and debris do not belong there.

The City also conducts seasonal brush and limb pickup.

Use the current Street Maintenance page for the active dates and size rules.

Electricity and gas are not City utilities

The City's New Residents page currently directs residents to:

  • Ameren Missouri for electricity;
  • Liberty for natural gas.

Those accounts are separate from the City water/sewer/trash relationship.

Not every property has natural-gas service.

Utility payment options

The City currently offers several ways to pay utility bills, including online and in-person methods.

The exact third-party payment options can change.

Use the current City utility-payment page rather than storing an old payment link indefinitely.

Report problems through the right system

Non-emergency issues such as potholes, drainage or other City-service problems can often be sent through the City's Citizen Service Request system.

See How to Submit and Track a Kirksville Citizen Service Request.

For active utility failures such as a major water-main break, use the current Public Works emergency contact path instead of treating an online request as immediate dispatch.

Confirm City limits before assuming eligibility

Some properties can have a Kirksville postal address without being inside the municipal service boundary.

Before planning around City water, trash or other resident-only programs, confirm the property's actual service eligibility.

For the broader move sequence, see Moving to Kirksville: A Practical First-Week Guide.

The easiest way to understand Kirksville services is to separate them into three buckets:

City utility account, private utilities, and City resident programs.
