What the Kirksville Planning and Zoning Commission Actually Does
Kirksville's Planning & Zoning Commission reviews planning and zoning matters, conducts public hearings in applicable processes and makes recommendations to City Council. It does not simply function as the final approval authority for every zoning decision.
The Kirksville Planning & Zoning Commission is not simply a board that “approves zoning.”
Its role depends on the particular planning or zoning process.
The Commission helps shape planning policy
The City's current Planning & Zoning Commission page says the Commission prepares a comprehensive plan containing recommendations involving matters such as:
- zoning;
- restrictions and regulations;
- locations of trades and industries;
- building uses.
That makes it part of the City's long-term planning structure.
It can hold public hearings
Planning and zoning procedures can involve public notice and a public hearing before the Commission.
The hearing gives applicants, neighbors and other interested people a formal opportunity to participate in the process.
The exact notice and hearing requirements depend on the type of application.
Rezoning is a recommendation process
The City's current zoning information describes a rezoning sequence in which:
- an application is prepared;
- required notice/public-hearing steps occur;
- the Planning & Zoning Commission considers the request;
- the Commission makes a recommendation;
- City Council makes the final decision.
That is why “P&Z approved it” can be an incomplete description of a rezoning case.
Special Use Permits also involve Commission review
The City's current material uses a similar recommendation-to-Council structure for Special Use Permit applications.
Again, the exact authority should be described by process.
Do not assume every zoning-related action follows the same final-decision path.
Planning & Zoning is not the Board of Adjustment
Kirksville also has a separate Board of Adjustment.
Appeals and variance-related functions can belong there rather than with the Planning & Zoning Commission.
The two bodies should not be treated as interchangeable.

Public comment is part of a process
A hearing gives residents a chance to provide relevant information and views.
It does not guarantee a particular outcome.
Useful comments focus on the actual planning or zoning question before the Commission.
Know which body has the next decision
For a rezoning or Special Use Permit, the Commission's recommendation can be followed by City Council action.
For other matters, the process may differ.
That is the most important thing to understand about P&Z:
it is an important review and recommendation body, but its exact authority depends on the specific procedure.
