# Kirksville’s First Internet Providers: Reconstructing the Local Dial-Up Market

Evidence currently supports NEMR regionally by 1995, CableONE.net in Kirksville by the late 1990s and Southwestern Bell in later local support material, but the first city ISP remains unresolved.

Who was Kirksville's first Internet provider?

The current evidence does not support one clean winner.

What it does support is a growing roster of providers serving different geographies at different times.

## NEMR documents regional dial-up in 1995

NEMR says it began offering dial-up Internet to rural customers in **1995**.

That is one of the strongest early Northeast Missouri provider milestones.

It does **not** prove NEMR was serving ordinary households inside Kirksville city limits that year.

NEMR's historical core was rural telephone territory.

## [CableONE.net](http://CableONE.net) is directly tied to Kirksville by the late 1990s

The Washington Post Company's 1999 annual report says [CableONE.net](http://CableONE.net) was operating as a traditional dial-up ISP.

The same report says the **Kirksville system had reached 21 percent dial-up ISP penetration**.

That is direct corporate evidence that Cable ONE had a substantial local Internet customer base before cable-modem service became its main broadband story.

## Southwestern Bell appears in local support material

A Truman ITS support page says off-campus students could obtain Internet service from companies including Southwestern Bell and CableOne.

The page demonstrates that Southwestern Bell belonged to the local provider landscape.

Its original publication date is not exposed clearly enough to place it precisely in the 1990s timeline.

That date needs archive research before the reference is used as an exact chronology point.

## Why "first provider" is difficult

Early ISP markets were messy.

A Kirksville resident might have had access through:

- a local company;
- a regional telephone provider;
- a cable company operating dial-up;
- a national service with a local access number;
- an employer or university connection.

The first company found in a Web archive may not have been the first company selling access.

## Geography matters

Several phrases need to stay separate:

- Kirksville city;
- Adair County;
- Northeast Missouri;
- NEMR exchanges;
- Cable ONE's Kirksville system.

A company serving "the Kirksville area" later should not be backdated into the city in 1995 without evidence.

## Small providers may be missing from the Web record

The early commercial Internet existed before comprehensive Web archiving.

A small ISP could have advertised through:

- newspapers;
- telephone books;
- flyers;
- computer stores;
- radio;
- word of mouth.

If that provider disappeared before good Web archives existed, its website may never have been captured.

## What would settle the chronology?

The strongest missing sources are:

- 1994–2002 newspaper advertisements;
- Yellow Pages and telephone directories;
- archived ISP lists;
- business registrations;
- Truman Index ads;
- dial-up access-number lists;
- provider brochures.

Those sources can establish dates and service areas more reliably than modern company memory alone.

## What can be said now?

The current evidence supports this limited timeline:

**1995 — NEMR regional rural dial-up**

**late 1990s — [CableONE.net](http://CableONE.net) strongly established in Kirksville**

**later support records — Southwestern Bell among local options**

The identity of Kirksville's literal first household ISP remains unresolved.

The responsible reconstruction is a ledger, not a podium.
