Kirksville Contractor Testing and Licensing: What the City Requires
Kirksville contractors, electricians and plumbers may need both a City business license and a competency test or approved waiver before performing regulated work.
Kirksville contractor licensing has two separate ideas that are easy to blur together:
- the City business or trade license;
- the competency-testing requirement that applies to certain trades unless a waiver is approved.
Having one does not mean the other can simply be ignored.
Who is subject to testing?
Current City and Municipal Code material says construction contractors, electricians and plumbers are generally required to pass a written competency test unless they qualify for a waiver.
The City administers the tests through Codes & Planning.
What is the test like?
The current City Contractor Testing information says each specialty test contains 25 multiple-choice questions.
Current MuniCode sets the minimum passing grade at 70%.
Study guides can be made available through the City after the business-license paperwork and payment requirements are handled.
What happens if you fail?
Under the current City process:
- the first test is included with the applicable licensing process;
- a failed test can be retaken;
- the City currently lists a fee for specialty retests;
- after a second failed round, a two-week waiting period applies before another attempt.
Because fees change more easily than the testing structure, verify the current fee page rather than budgeting from an old article.
Testing can sometimes be waived
Kirksville's code lists several categories that can support a testing waiver.
Depending on the applicant, these can involve qualifying:
- union or statewide credentials;
- degree or diploma;
- existing licenses or test certificates from another jurisdiction;
- certain master-electrician testing;
- prior Kirksville licensing history;
- City-contracting circumstances.
A waiver is something the City evaluates.
Do not assume that holding an unrelated credential or having years of experience automatically eliminates testing.
Licensing affects permit issuance
Current City code says contractors and subcontractors must obtain required City licensing before operating.
It also provides that applicable building permits are not issued to an unlicensed contractor or subcontractor when the license is required.
That means contractor licensing is not merely an administrative badge added after the job is already underway.
What about owners working on their own property?
Current Sec. 12-26 includes an exemption from the contractor-license requirement for an owner doing repair or remodeling work on the owner's own property.
That does not mean the project is automatically exempt from permits or building codes.
Owner-performed work and permit requirements are separate questions.

Licenses renew
The City's business-licensing page ties contractor licensing to annual renewal.
Current City material says licenses expire at the end of February and that late renewal can carry additional consequences.
Contractors should verify the current renewal deadline, fee schedule and any recertification rules each year.
What the license does not mean
A Kirksville contractor license is permission to operate under local requirements.
It is not:
- a statewide license for every Missouri jurisdiction;
- a guarantee of workmanship;
- proof that every project has the necessary permit;
- a substitute for insurance or other trade-specific requirements.
The practical sequence is:
business-license paperwork → test or approved waiver → City licensing → project permits as required.
