When Does a Kirksville Business Need a Sign Permit?
Kirksville currently requires City review when a business places or changes an advertising sign on a building or in a business yard. Applicants submit a sign drawing, dimensions, wording, mounting details and property/project information.
A business sign in Kirksville can require its own City permit.
The sign is not automatically covered just because the business itself is licensed.
When does the City require review?
The current Sign Permit page says a permit is required to place or change an advertising sign:
- on a business building;
- in the yard of a business.
The full Sign Code contains exceptions and district-specific rules, so do not reduce the system to “every sign always needs the same permit.”
Start with a drawing
The City's current process begins with a mock-up or drawing submitted for review.
That drawing includes information such as:
- sign dimensions;
- wording;
- mounting location;
- mounting type;
- dimensions of the mounting structure.
That lets the City review the actual proposed sign rather than a vague description.
Include property and project information
Current guidance also asks for details such as:
- property address;
- property type;
- owner;
- installing contractor;
- contractor address;
- labor/material cost.
The installing contractor must meet applicable City licensing requirements.
Code review happens before the permit proceeds
The current process calls for the Code Enforcement Director to review the proposed sign for compliance.
After sign-off, Codes & Planning can continue the permit process.
Do not order a custom sign assuming approval is automatic.
Temporary signs have a separate permit path
The City currently provides a separate temporary-sign permit.
A banner or temporary display should not be assumed to follow the exact same rules as a permanent wall or freestanding sign.
Zoning affects the answer
Sign rules can vary by location and zoning district.
Before designing a large or unusual sign, verify:
- zoning district;
- sign type;
- dimensions;
- placement;
- illumination;
- temporary/permanent status.
See How to Check the Zoning of a Property in Kirksville.
Home businesses are especially limited
Home occupations have separate restrictions on residential signage.
See Starting a Home-Based Business in Kirksville: Zoning and Licensing.
Check the current code before fabrication
Sign code, fees and temporary-sign rules can change.
The cheap order of operations is:
- design;
- verify;
- permit;
- fabricate/install.
The expensive order is the same list backwards.
