The City's live page currently lists:

  • $25 annually for the Adair County merchant license;
  • $25 annually for the City retail license when the retail business is inside Kirksville.

The page also says every business-license application requires a one-time $25 processing fee.

Those figures were checked against the live City licensing page in September 2026. Fees can change, so the City's current fee schedule remains the controlling source.

Retail businesses also have gross-receipts reporting

Kirksville's current licensing page says retail businesses inside the City may also be subject to quarterly gross-receipts reporting and fees.

The current page describes the general gross-receipts charge as fifty cents per $1,000 of gross receipts over $30,000 where the fee applies.

That is separate from buying the annual license.

State paperwork can come first

Local licensing may also depend on Missouri tax documentation.

The City currently requires applicable businesses to provide items such as:

  • a Missouri Sales Tax Certificate;
  • a Certificate of No Tax Due;
  • local property-tax receipts or a waiver;
  • insurance documentation where applicable.

The exact package depends on the business.

The City also warns that zoning should be checked before signing a lease or buying commercial property because a business license can be denied when the proposed use does not meet zoning requirements.

Does every business need a merchant license?

Do not treat "merchant" as a synonym for every person who earns money.

The City's page clearly describes the County Merchant License in connection with merchants and retail businesses, while the broader City Business License covers many additional business types.

A service company, contractor, home occupation, manufacturer or other business may have a different licensing path.

When the classification is unclear, Finance is the better source than guessing from the business name.

The practical sequence

For a retailer planning to operate inside Kirksville:

  1. confirm zoning;
  2. obtain required Missouri tax documentation;
  3. complete the City business-license application;
  4. obtain the Adair County merchant license;
  5. obtain the City retail license;
  6. understand any quarterly reporting that applies.

The licensing system is not one fee with two names.

For a Kirksville retailer, the City currently treats the County merchant license and City retail license as separate obligations.
