CableONE.net began as dial-up
The Washington Post Company's 1999 annual report says CableONE.net had launched roughly two years earlier as a traditional dial-up ISP.
That meant customers connected through ordinary telephone lines even though the provider's primary business was cable television.
Kirksville was a strong dial-up market
The same 1999 corporate report says the Kirksville system had reached 21 percent dial-up ISP penetration.
That is unusually specific local evidence.
It proves Cable ONE had already built a meaningful Internet customer base in Kirksville before high-speed cable service became the focus.
The figure is a company-reported system metric, not a census measure of all Kirksville households.
Why did a cable company wait to offer cable Internet?
Cable ONE's own report explains that the company waited for cable-modem technology and interoperability standards to mature.
CableLabs certification reduced the risk that incompatible modem systems would trap the company in one technology path.
The delay was therefore partly a technical and business decision.
High-speed rollout began company-wide in 2000
The 1999 report says four test markets would receive cable-modem service in April 2000.
Broader rollout would then proceed system by system.
Company targets called for expanding high-speed availability through 2000, 2001 and 2002.
Was Kirksville one of the first cable-modem markets?
The current evidence does not say so.
Kirksville was not identified among the four initial test systems in the research cache.
The exact date high-speed CableONE.net became available in Kirksville remains unresolved.
That date needs:
- local advertisements;
- archived Cable ONE pages;
- municipal franchise records;
- newspaper announcements;
- speed and rate sheets.
Dial-up and cable Internet were fundamentally different
Cable Internet changed the user experience because the modem did not need to place a telephone call for each session.
The connection could be effectively always available.
That separated Internet access from the household voice line and allowed much higher practical speeds.
The company later became Sparklight
Modern Kirksville planning material identifies Sparklight as the later brand formerly known as CableOne.
That provides continuity between the older Cable ONE infrastructure and the modern company identity.
It does not tell us the exact early broadband launch date.

What can be proved is already substantial:
